摘要
由国有军工企业与民参军企业构成的军民融合供应链是我国军民融合发展战略的重要实施载体,确保军民融合供应链安全稳定高质量发展,是推动军民深度融合的迫切需求.文中以2011-2022年间中国知网军民融合供应链核心文献为研究样本,围绕系统特征、风险因素、风险控制的研究成果探究发现:军民融合供应链复杂的系统特征造成了军民企业二元分离与协同创新不足,极易放大风险因素对于军民融合供应链的负面影响,致使供应链安全稳定面临严峻挑战;受限于国防科技工业安全保密性,军民融合供应链运作情况鲜有披露,学术界对军民融合战略实施载体认识不足,给后续研究造成了困扰.未来该领域研究应坚持以军民融合发展战略思想为指导,以创新驱动军民企业突破合作壁垒,增强军民融合供应链安全性与竞争力;立足中国特色的管理实践,加强军民融合供应链案例研究,丰富实践素材与理论基础,为我国军民融合供应链研究提供有效支持.
Abstract
The military-civilian integration supply chain,which is composed of state-owned military enterprises and civil-military enterprises,is an important implementation carrier of China's military-civilian integration development strategy,and ensuring the safe,stable and high-quality development of the military-civilian integration supply chain is an urgent need to promote the deep military-civilian integration.Taking the core literature of the military-civilian integration supply chain on the China National Knowledge Infrastructure from 2011 to 2022 as the research sample,the research results on system characteristics,risk factors and risk control are found:the complex system characteristics of the military-civilian integration supply chain cause binary separation and the lack of collaborative innovation between military and civilian enterprises,which easily magnifies the negative impact of risk factors on the military-civilian integration supply chain,resulting in serious challenges to the security and stability of the supply chain.The operation of the military-civilian integration supply chain is rarely disclosed due to the confidentiality of the security of the defense science and technology industry,the academic community has insufficient understanding of the implementation carrier of the military-civilian integration strategy,which has caused problems for the follow-up research.Future research in this field should adhere to the strategic idea of military-civilian integration development as a guide,drive the military-civilian enterprises to break through the cooperation barriers with innovation,and enhance the security and competitiveness of the military-civilian integration supply chain;based on the management practice with Chinese characteristics,strengthen the case study of the military-civilian integration supply chain,enrich the practical material and theoretical basis,and provide effective support for the research of the military-civilian integration supply chain in China.
