Scenario-driven Evaluation Model and Application of Emergency Response for Operation Dispatch in Urban Rail Transit
To enhance the emergency response capabilities of urban rail transit operations and dispatching,demonstrate the scientific nature of evaluating urban rail transit operations and dispatching emergency response levels,and fully implement the objectives of"safety,efficiency,orderliness and smoothness"during emergency response,it is necessary to establish an evaluation index system for urban rail transit operations and dispatching emergency response under sudden incident scenarios.Firstly,the multi-case analysis method is used to analyze different scenarios of urban rail transit operation emergencies,facing the actual needs of on-site emergency response,and based on rules,regulations and business processes,determine the evaluation indicators for operations and dispatching emergency response.Secondly,according to the business requirements for emergency response under different incident scenarios and the complexity of on-site disposal operations,the combined weight calculation method of analytic hierarchy process and entropy weight method is used to calculate the importance of each evaluation indicator under different scenarios.Finally,the dispatching emergency response evaluation index system with case studies is verified and analyzed.Based on different emergency response scenarios,an evaluation model for urban rail transit operation dispatching emergency response was constructed,including 3 first-level indicators,9 second-level indicators and 21 third-level indicators.The results show that the importance of each evaluation indicator in reflecting the emergency response capabilities of operation dispatching differs under different scenarios.Case analysis verifies the feasibility and applicability of the emergency response evaluation model in practical applications.
