Research on Improvement Strategy of Operation Efficiency of Hainan Port Logistics Based on DEA Method
Based on BCC model, through the research on the operation efficiency of Hainan port logistics from 2004-2023,the DEA model for operation efficiency of port logistics was constructed to evaluate the ports' economies of scale in different years and their influences on the whole operation efficiency. The results showed that all coefficients of ports' economies of scale from 2004-2012 and in 2014 were less than 1,revealing increasing return to scale, which meant the scale of ports in these years was relatively small and it was necessary to scale up for enhancing efficiency. Especially from 2004-2006,the coefficients of economies of scale were low, which meant the scale of ports was far away from optimal level, and the key to enhancing operation efficiency was enlarging the scale. From 2007-2012,the coefficients of economies of scale were gradually close to 1,which meant the scale of ports was progressively optimizing but there was still space for further improvement. In 2013 and from 2015-2023,the coefficients of economies of scale of ports stabilized at 1,which marked that the operation scale was in optimum state, returns to scale remained unchanged, and the operation efficiency achieved the optimal level. Overall, the operation efficiency of Hainan ports was optimizing year by year, which laid a solid foundation for the construction of Hainan Free Trade Port. It is suggested to continuously optimize technical innovation, market demand monitoring, internation cooperation, green construction and other aspects in the future,so as to further improve the ports' overall efficiency and global competitiveness.
