数字产业化与产业创新效率——基于TrueFE SFA模型的估计

党的二十大强调要加快实施创新驱动发展战略,提高科技投入效能和科技成果转化水平.文章基于数字核心产业的内涵,构建相关指标体系并利用主成分分析法测算了反映地区数字经济核心产业发展水平的指数——数字产业化指数,在分析数字产业化赋能产业创新效率的作用机理的基础上,利用 2003-2020 年我国省级面板数据,实证检验了数字产业化对高技术产业创新效率的影响.研究发现:1)2003 年以来,中国数字产业化指数呈显著上升趋势,但区域发展差异和"数字鸿沟"特征明显.2)数字产业化能够显著提升高技术产业的研发效率和成果转化效率.但这种赋能主要来自于数字技术应用业和数字要素驱动业,数字产品制造业和服务业的影响较小.3)数字产业化的影响具有显著的区域异质性,对西部东北部的研发效率和东中部的成果转化效率的促进效应更大;本地数字核心产业的发展对邻近地区的空间溢出效应较弱.4)基于真实固定效应随机前沿模型(TrueFE SFA)的效率估计表明,2003 年以来中国高技术产业的研发效率和成果转化效率均存在显著上升趋势,中西部追赶趋势明显,区域差距不断缩小.最后,根据研究结论提出相关对策建议.
Digital industrialization and industrial innovation efficiency:Estimation based on TrueFE SFA model
The 20th National Congress of the Communist Party of China emphasized the need to accelerate the implementation of the development strategy driven by innovation,improve the efficiency of scientific and technological investment and the level of transformation of scientific and technological achievements.Based on the connotation of core industries of digital economy,this study constructs a relevant indicator system and uses the principal component analysis method to calculate digital industrialization index,which reflects the development level of regional core industries of digital economy.On this basis,using provincial panel data from 2003 to 2020,this study empirically tests the impact of the development of core industries of digital economy on the innovation efficiency of high-tech industries.The research finds that:(1)Since 2003,China's core industries of digital economy development index has shown a significant upward trend,but regional differences and"digital divide"are significant,with the eastern region superior to other regions;(2)Digital industrialization can significantly improve the R&D efficiency and achievement transformation efficiency of high-tech industries.However,this empowerment mainly comes from the application of digital technology and digital factor driven industries,while the effects of digital product manufacturing and service industries are relatively small;(3)The impact of digital industrialization has significant regional heterogeneity,with a greater promotion effect on the R&D efficiency in the west and northeast regions,and transformation efficiency of scientific and technological achievements in the east and central regions;The development of local digital core industries has a weak spatial spillover effect on neighboring regions.(4)Efficiency estimates based on a true fixed effect stochastic frontier model indicate that since 2003,there has been an obvious upward trend in the R&D efficiency and transformation efficiency of China's high-tech industries,with regional disparities narrowing.Finally,based on the research findings,relevant suggestions have been proposed.
