The governance path and logic of ethics of science and technology from the perspective of governance theory
The new wave of technological change has triggered many ethical dilemmas and social risks,and the governance of science and technology ethics is imperative.From the perspective of governance theory,this paper discusses four major dilemmas faced by ethical governance of science and technology,including the fragile trust relationship,the blurred boundaries of governance goals,the governance mechanism to be improved,and the delayed updating of governance tools.Based on the analysis of the operationalization of the theory,the article proposes that the selection of the subsequent governance path should be centered on the four aspects of trust,goals,mechanisms and tools.Specifically,the first is to build the trust foundation of the science and technology ethics governance community,to promote the participation of multiple subjects in governance,to formulate a reciprocal normative system,and to strengthen the social capital of science and technology ethics governance.Secondly,to clarify the goal boundary of S&T ethics,i.e.to identify the positioning of S&T ethics governance in terms of sensitive values and to resolve conflicts in key areas;thirdly,to establish a sound mechanism of S&T ethics,including the mechanism of participation of multiple actors and the mechanism of cultural cultivation;finally,to activate the application and updating of the tools of S&T ethics governance,and to promote the processual,systematic,classified and precise use of the governance tools.To summarize,this paper aims to provide useful reference and inspiration for the future path of science and technology ethics governance.
