宏观视域下的简约治理:内涵迷思与四维重构

摘要
简约性是人类社会的重要价值取向.当前"简约治理"相关研究概念释义纷繁各异,呈现出碎片化的特征.研究基于"奥卡姆剃刀"原理,对"简约治理"概念进行重构,认为"简约治理"是追求"必要之外无冗余""简洁兼顾效能"的治理观与治理模式.简约治理不是简单治理,与复杂治理相兼容,并要求治理的适度简约化.结合政府理论四维分析框架,"简约治理"的目标可以具化为"职能有限清晰、机构合理简洁、体制扁平精干、过程高效简便"的治理状态,这一目标的实现需要因循"职能—机构—体制—过程"的逻辑链条进行"冗余精简"与"结构瘦身".
Abstract
Simplicity is an important value orientation of human society.As an organic combination of simplicity and governance,"lean governance"has various concepts and interpretations,showing the characteristics of fragmentation.Based on the principle of Occam's Razor,this paper reconstructs the concept of"lean governance"and holds that"lean governance"is a model of governance that emphasizes"no redundancy beyond necessity"and"simplicity and efficiency".Lean governance is not simple governance,compatible with complex governance,and requires governance of moderate simplification.Combined with the four-dimensional analysis framework of government theory,"lean governance"can be transformed into a state of"limited and clear functions,reasonable and concise institutions,flat and lean institutions,efficient and simple processes".To achieve this state,we should follow the logic chain of"function-institution-system-process"and carry out"redundancy simplification"and"structure slimming down".
