摘要
老年群体是脆弱性易感人群,在突发公共卫生事件中受到的脆弱性威胁更大.突发公共卫生事件中的风险因素是不可控的,解决老年群体脆弱性的关键是提高老年群体反脆弱能力.文章重点考察突发公共卫生事件对老年群体脆弱性的影响,重点分析老年群体社会保障服务体系存在的问题,提出解决对策,以期提升老年人反脆弱能力,提高年群体应对社会风险的韧性,提高老龄社会治理能力.
Abstract
The elderly are vulnerable and susceptible to public health emergencies.Risk factors in public health emergencies are uncontrollable,and the key to addressing the vulnerability of the elderly is to improve their anti-fragility capacity.This study focuses on the impact of public health emergencies on the vulnerability of the elderly,analyzes the problems existing in the social security service system of the elderly,and proposes countermeasures,in order to improve the anti-fragility ability of the elderly,improve the resilience of the elderly to cope with social risks and improve the governance ability of the elderly society.
