论中国式现代化系统工程的基本属性与实践机制

系统工程是系统科学与工程技术结合的科学方法,对解决复杂难题具有独特作用;推进中国式现代化是一项复杂艰难的事业,需要科学的思维方法解决,以上决定了中国式现代化事业与系统工程方法的内在关联.中国式现代化是在对西方现代化的反思与中国共产党人的实践探索的双重过程中生成的具有完整架构与体系的系统工程,包含人、自然、社会等要素,呈现出表层与深层复合的结构形式,具有生产力层次、生产关系层次、经济基础层次、上层建筑层次等多个层级次序,其外部环境主要为世界范围的现代化.针对复杂的中国式现代化系统工程,需要从要素耦合、过程联动、多方保障、良性互动等方面入手,着力提升中国式现代化的整体涌现性、层次协调性、动态平衡性和边界开放性,进而推动中国式现代化不断前进并取得新的突破.

System engineering is a scientific method that combines system science and engineering technology and has a unique role in solving complex problems;Promoting Chinese path to modernization is a complex and difficult undertaking,which needs scientific thinking methods to solve.The above determines the internal relationship between Chinese path to modernization and systems engineering methods.Chinese path to modernization is a systematic project with a complete framework and system generated in the dual process of reflection on western modernization and the practical exploration of the CPC's people.It contains human,natural,social and other elements,presents a recessive and explicit compound structural form,and has multiple levels of order such as the level of productivity,the level of production relations,the level of economic foundation and the level of superstructure,Its external environment is mainly modernization worldwide.For the complex Chinese path to modernization system project,it is necessary to start from the aspects of factor coupling,process linkage,multi-party guarantee,and benign interaction and strive to improve the overall emergence,level coordination,dynamic balance and border openness of Chinese path to modernization,so as to promote Chinese path to modernization and make new breakthroughs.
