教育评价改革在教育综合改革中起着"牛鼻子"作用.新制度主义为教育评价改革政策执行中的制度化困境及破解提供了一条解释路径.制度变革中的权力与利益博弈、制度变迁中的路径依赖与惯性阻力、新制度的"合法性"危机是教育评价改革制度化困境的原因.可通过规制性制度同构、规范性制度同构以及文化—认知性制度同构,破除教育评价改革中的合法性危机,还可通过重构评价制度丛、明确多元主体权责、保障相关者利益,破除教育评价改革制度化进程中的路径依赖及集体行动困境.
Accounting,inertia and legitimacy crisis:The institutionalization dilemma in the reform of educational evaluation
The reform of party committee and government education evaluation plays a role in the reform of education evaluation in the new era.The new institutionalism provides an explanation path for the institutionalized dilemma and solution of the party committee and the government in the implementation of the educational evaluation reform.The game of power and interests in the institutional change,the path dependence and inertia resistance in the institutional change,and the"legitimacy"crisis of the new system are the reasons for the institutionalization of the educational evaluation reform of the party committee and the government.By regulatory system isomorphism,normative system isomorphism and culture-cognitive system isomorphism,break the legitimacy of the reform of government education evaluation crisis,also through reconstruction evaluation system cluster,clear multiple subject responsibilities,safeguard the interests of relevant stakeholders,break the path dependence in the process of institutionalized reform education evaluation and collective action.
