Research on the multi-structure relationship in the reform and development of public utilities
As a public product field closely related to the daily life of the general public,the public utility industry plays a fundamental role in economic development and social life.Since the founding of China,along with the reform of China's political and economic system and the continuous improvement of urbanization rate,the reform of public utilities has been the core issue of common concern in the government and academic fields.As a developing country,the regulatory reform of public utilities in China has made great achievements after nearly 40 years of exploration and efforts since the 1980s.However,for a long time,the property rights arrangement and organizational form of public utilities in China have been centered on state-owned enterprises,featuring the integration of administrative monopoly and natural monopoly,and the traditional operating system has not been fundamentally changed.The drawbacks of the traditional system have not been eliminated,the constraints of the inherent system and the operating mechanism are not smooth,the practical basis of regulation and operation is relatively weak,and there are still many problems to be solved.In the field of public utility reform and development,multiple actors such as the government,the market and the public actively participate in the interaction.The choices and interaction objects of all actors are not single or one-way,but must be embedded in each other at the same time and achieve mutual construction.In order to further deepen the regulatory reform of public utilities in China,we must first correctly handle the relationship among multiple subjects such as government,market and society,coordinate the interests of all parties,promote mutual empowerment,guide each subject to enhance each other's interests as the premise,respect each other's status as the basis,and achieve mutual win-win as the goal,to establish a mutually beneficial strategic partnership.Actively participate in horizontal communication,running-in,compromise and cooperation.
