It is an important mission for Shaanxi Province in the new era to steadily promote the pilot project of"Modern international first-class aviation hub construction"and the pilot task of Shaanxi Province to promote the international development of Shaanxi aviation hub oriented to the Belt and Road.This paper uses SWOT analysis to analyze the advantages,disadvantages,opportunities and threats of the international development of Shaanxi Province aviation hub under the Belt and Road initiative.From four strategic dimensions of growth,diversification,reversal and avoidance,identifies strategic countermeasures for the international development of Shaanxi Province aviation hub,such as building the Belt and Road gateway hub and shaping the new advantages of international flight transfer.And from the aspects of financial and tax support,public opinion publicity and personnel training,puts forward the guarantee mechanism for the international development of aviation hub in Shaanxi Province,and provides theoretical and practical reference for the implementation of the pilot construction of transportation power.
