摘要

跨境电商是我国推动贸易高质量发展的新动能,在稳外贸和促消费中发挥着越来越重要的作用.我国通过不断完善跨境电子商务综合试验区的制度体系建设和全面推广"六体系两平台"的创新实践经验,促进了跨境电商的快速发展.但是,我国跨境电商也面临着行业生态环境较差、国际经贸规则不适应、综合性跨境电商平台缺乏、要素成本上升等问题.要解决这些问题,从而推动跨境电商行业的高质量可持续发展,一是要健全制度体系,营造良好行业生态环境;二是要强化顶层设计,抢占国际新型贸易话语权;三是要培育市场主体,推进综合型开放平台建设;四是要做好统筹兼顾,优化政府和市场要素扶持方案.

Abstract

Cross-border e-commerce is a new driving force for China's high-quality trade development.It is playing an increasingly important role in stabilizing foreign trade and promoting consumption.China has promoted the rapid development of the cross-border e-commerce industry by continuously improving the institutional construction of the Cross-border E-commerce Comprehensive Pilot Zone and comprehensively promoting the innovative practical experience of Six Systems and Two Platforms.However,China's cross-border e-commerce is also facing problems,such as poor industry ecological environment,inadaptability to international economic and trade rules,lack of cross-border e-commerce integrated platforms,and rising factor costs.To solve these problems and promote the high-quality and sustainable development of the cross-border e-commerce industry,firstly should improve the institutional system and create a good ecological environment for the industry.Secondly,should strengthen the top-level design and seize the right to speak in the new international trade.Thirdly,should cultivate market entities and promote the construction of comprehensive open platforms.Finally,should make a comprehensive plan and optimize the support of policies and market factors.
