Through an empirical study on the principal institute-level leaders of the 197 higher vocational institutes included in the"Double-high Plan"construction,it is found that their basic characteristics are roughly as follows:mostly male;average 55 years old or so;mainly working in their native provinces or municipalities;with a doctoral or master's degree;senior professional titles;with degree in engineering,management and so on;mostly transferred from external units before taking up their current positions.In addition,there are such phenomena as strong job mobility,insufficient continuity,narrow channels and role assimilation.In view of what is mentioned above,some measures are suggested as follows:improving the mechanism on selection and appointment for the leading group to build a leading group with reasonable organization;opening up the channels for exchanges and appointments in multi-fields to improve the leading group's ability in obtaining social re-sources,which aims at promoting comprehensive management of higher vocational institutes and sustainability of"Double-high Plan"construction.
