From Combinations to Integration:The Transformation of Relationship between Innovation & Entrepreneurship Education and Ideological & Political Education in Colleges and Universities:Based on the Smith Model
Effective implementation of policies is a prerequisite for achieving policy expectations.Based on the Smith Model,through examining the implementation process of policies on integrating innovation & entrepreneurship education into ideo-logical & political education in universities,it is discovered that there are a series of dilemmas:inherent flaws in the policy text lead to distorted execution processes;the shortage of institutional execution capacity results in low execution efficiency;the cognitive bias of target groups restricts the process of policy implementation;inadequate creation of policy environment results in poor implementation effect.To promote effective implementation of policies on integrating innovation & entrepre-neurship education into ideological & political education,the following measures shall be taken:making up for policy defi-ciencies to leverage the guiding role of policy texts;building a linkage mechanism to improve overall effectiveness of policy implementation;promoting policy awareness to increase the will of target groups to participate;optimize execution environ-ment to solidify the foundation of policy implementation.
