Business automation decisions are widely used in the the commercial field,and algorithm governance becomes a hot topic in theoretical research.In the path of algorithm governance exploration,the introduction of algorithm explanation rights is of great significance.Paragraph 3 of Article 24 of Personal Information Protection Law stipulates the right to explanation of automated decision-making with Chinese characteristics,but the institutional construction of rights is still vague.Therefore,it is necessary to analyze the constituent elements of the right by taking account of the subject of rights,explanation content of rights and application time of rights.It can help to provide sufficient theoretical basis and specific operational guidelines for the application of the algo-rithm explanation rights.
