An empirical analysis on the new round of provincial-level data management institution reform
The new round of the data management institution(DMI)reform is a new requirement in the context of the reform of the market-oriented allocation of data elements promoted by the state.This paper starts from the study of the establishment of the DMIs in 31 provinces of mainland China,and analyzes the evolution and changes of their establishment models,affiliations,and functional settings.The study finds that the newly provincial-level DMIs are mainly established through two modes including the separate-establishment mode and the comprehensive-government-service mode.And all the DMIs mainly fall into five categories which contain the component department of provincial government,the department managed by provincial government,etc.In or-der to give full play to the role of the new DMIs,the study also analyzes the shortcomings of the new DMIs and puts forward corre-sponding suggestions.
