摘要
企业数据要素开放流通对于发展高质量数字经济具有重要意义.现状表明我国企业数据要素开放流通面临供需错配、开放不足的困境,主要原因是供需对接困难、主体互信缺失、存在抵赖风险、缺乏使用控制、互操作性欠缺、难以导向决策、规则尚待完善、存在数据垄断等.为在现有条件下提高企业数据要素开放流通水平,建议在国际数据空间(International Data Space,IDS)模式的基础上构建企业数据流通解决方案以突破现有困境.数据空间解决方案通过明确参与方、设定流通过程进而实现六大功能,即:实现身份信任、安全与数据自主、供需匹配、标准化互操作、数据产品构建、数据交易流通,与企业数据要素开放流通场景需求呈现出较高的适配性.
Abstract
The sharing and circulation of enterprise data are crucial for fostering a high-quality digital economy.However,the current state in China indicates that there is a significant supply-demand mismatch of enterprise data elements,along with insuffi-cient openness.The situations mentioned above stem from difficulties in aligning supply and demand,lack of mutual trust among stakeholders,risk of default,absence of usage control,poor interoperability,challenges to help with decision-making,incomplete regulations,and the presence of data monopolies.To enhance the level of enterprise data circulation under the current conditions,it is recommended to construct an enterprise data circulation solution based on the International Data Space(IDS)mode.By iden-tifying participants and defining the circulation process,this data space solution achieves six key functions:establishing identity trust,ensuring security and data autonomy,matching supply with demand,standardizing interoperability,constructing data prod-ucts,and facilitating data trading and circulation.These functions demonstrate a high level of compatibility with the needs of sce-narios involving the open circulation of enterprise data elements.
