Consumer personal information has become as important as price and is the main content of consumer welfare.At pres-ent,it is common for platform enterprises to over-use or infringe consumers'personal information to enhance their own competitive advantages.The existing"individual-based"and"state-based"approaches are insufficient to regulate the illegal collection and a-buse of consumers'personal information.In addition to the special legislative protection of personal information,anti-monopoly law should also be introduced to supplement and strengthen the protection of personal information.The types of monopolistic be-haviors that infringe consumers'personal information can be transformed into operator concentration,algorithmic price discrimina-tion,and algorithmic collusion for the purpose of personal information aggregation.Through multiple co-governance,the social re-sponsibility of platform operators can be strengthened,the orderly sharing of consumers'personal information can be promoted,and the dynamic balance between personal information protection and the development of the data market can be achieved.
