Education Expenditure,Industrial Structure Upgrading and Urban Green Development
In order to explore effective ways to promote urban green development from an educational perspective,based on the SBM model containing unexpected outputs measuring the level of green development in 276 prefecture-level cities in China,the SYS-GMM dynamic panel model was used to examine the impact of education expenditure on urban green development and whether industrial structure upgrading has a mediating effect in the process.Heterogeneity analysis was conducted from the perspectives of different urban resource endowments and economic development levels,and a Spatial Dubin Model was further constructed to examine the spatial spillover effect of education expenditure on urban green development.The results show that the increase in education expenditure can significantly promote local green development,but it has a negative spatial spillover effects on neighboring areas;the industrial structure upgrading plays a positive mediating role in the effect of education expenditure on green development;compared to the full sample,this mediating effect is greater in non-resource-based cities and cities with high levels of economic development.Therefore,corresponding suggestions are proposed to reasonably increase local education expenditure,optimize the structure of education expenditure,and build an integrated education-employment service mechanism.
