Global competence is essentially an objective of talent cultivation.Competence standards serve as the detailed framework to achieve this objective,playing a crucial role in enhancing the overall quality of talent in China.This paper first explains the basis for establishing Global Competence Standards for the New Era(hereafter the Standards):it is guided by the policies of China on talent cultivation,the fundamental educational mission of fostering virtue through education,and it aims to realize the global community of shared future as its goal orientation and practical pathway.The Standards draws on the existing talent cultivation frameworks of both basic and higher education,as well as internationally influential competences frameworks.The paper then details the indicator system of the Standards,which encompasses four core competencies:humanistic literacy,intellectual literacy,communication literacy and collaboration literacy,along with twelve key domains and their descriptors.Additionally,it illustrates the interrelationship among the core competencies:humanistic literacy serves as the foundation of values,intelligence as the intellectual prerequisite,communication as the essential bridge,and cooperation as the guiding principle in practice.The four together form an integrated framework of global competence.Finally,the paper offers recommendations for applications of the Standards in curriculum design,self-assessment,and policy formulation,with the expectation that the Standards will be effective in educational practice and contribute to the development of the country.
