法国应对欧盟能源危机的双重倾向
France's Dual Tendencies in Response to the EU's Energy Crisis

摘要
2021年夏季以来的能源危机,对欧盟能源安全造成巨大冲击,并对欧盟及其成员国的经济、社会、政治方面产生深远影响.在应对欧盟能源危机过程中,法国通过发挥其技术优势、国际影响力及传统战略思想,配合并推动欧盟能源转型政策落地、扩展欧盟能源外交局面并维护欧盟能源战略自主,体现出明确的"欧洲主义"倾向;同时,法国发挥其国家干预的政治传统、核能优势,坚定维护本国民众利益、国家能源安全及其在欧盟的领导地位,坚持其"民族主义"思想.法国在应对欧盟能源危机中表现出的双重倾向,实则是在具体形势下对戴高乐主义思想的继承和发展.
Abstract
EU's energy crisis,from the summer of 2021,has had a huge impact on EU energy security and a profound influence on the economy,society and politics of EU and its member states.As a core country of the EU,France's response to the energy crisis has given full play to its technological superiority,international influence and traditional strategic thoughts to make a coordinated effort to promote the implementation of the EU's policy of energy transformation,expand EU's energy diplomacy and maintain EU's strategic sovereignty of energy,showing a tendency of Europeanism.In the meanwhile,France firmly safeguards the interests of its own people,the national energy security and its leading status in the EU with the help of the political tradition of state inter-vention and nuclear advantage,showing a tendency of nationalism.The dual tendencies shown in response to the energy crisis are concrete embodiment of its inheritance and development of Gaullism.
