Quantitative evaluation of national basic research policies based on PMC index modeling
As an important pillar of scientific and technological development,basic research is the source and fundamental driving force of scientific and technological innovation.In-depth analysis and objective evaluation of basic research policies are of great significance in promoting scientific and technological progress and economic development.Therefore,this paper uses the PMC index model to carry out a detailed analysis of the eight policies at the national level of basic research,and finds that China's basic research policies are excellent in general,with high PMC scores on indicators such as talent support and infrastructure,but still have deficiencies in specific areas,such as research layout and open cooperation,etc.The article then analyses the eight policies one by one,and then puts forward the recommendations to strengthen the policy's after analysing each of the eight policies,the article proposes to strengthen the systematic design of the policies,optimize the layout of the policies,and strengthen the monitoring and evaluation mechanism of the policies,so as to ensure the effective implementation and continuous optimisation of the policies,and to better serve the national development strategy of basic research.
