After the outbreak of the Comprehensive Anti-Japanese War,due to the mandatory provisions of the National Government decree and the development of the cotton textile industry in Shaanxi,the Shaanxi Cotton Textile Industry Trade Association was established.As one of the most important trade organizations in Shaanxi during the war,it carried out many activities,including coordinating the industry,and negotiating with the government agencies such as the Ministry of Military Affairs and Textile Control Bureau of the Ministry of Finance.Although the Shaanxi Cotton Textile Industry Trade Association is a product of the economic control policy of the National Government,it has not completely become a control tool of the government,but has maintained a certain degree of independence.It has always taken the interests of the industry as the fundamental purpose of its activities,and has played a vital role in preserving the strength of Shaanxi cotton textile factories and promoting the development of Shaanxi cotton textile industry during the war.
