During the Beijing government period,Yuan Shikai used salt tax as collateral and signed a loan contract for the aftermath.Western countries sent Dane to China to carry out salt affairs reform to ensure smooth repayment of the loan,advocating for the cancellation of the salt import system and the implementation of free trade in salt.Due to the opposition of attracting merchants and the skeptical attitude of the public,Dane attempted reforms in the Henan region,including setting salt prices,adjusting salt management institutions,and curbing private salt circulation.Although these measures encountered various obstacles,they increased Henan's salt tax revenue and promoted the modernization and transformation of Henan's salt affairs.
