教育部等七部委发布的《关于加强和改进新时代青少年校园足球工作的实施意见》标志着新征程校园足球的再出发,具有校园足球未来发展"方向舵""加油站"和"路线图"的重要作用.主要从2015年提出校园足球"八大任务"的工作成效和校园足球机制创新突破2个方面,对近10年校园足球的成绩与不足进行分析,指出校园足球取得了一定的成绩,具体表现在:校园足球助力落实立德树人根本任务;普及足球运动激发学生锻炼热潮并实现学生体质大幅度大面积的提升;以足球课改为突破口促进体育课教学改革;在国民教育体系中建立学生足球青训竞赛系统;通过校园足球训练竞赛新赛道推动国家足球人才培养和竞技水平提升.当然在取得进展的同时也存在不足,仍需要有深层次的改革推进与重大方法论突破.在认真研习《意见》的基础上,结合对校园足球发展中的问题认识,对新征程校园足球发展的新理念、新策略和颇有创新性的10个新举措进行了深入探讨.
Abstract
Seven ministries and commissions including the Ministry of Education issued the Implementation Opinions on Strengthening and Improving the Work of Youth Campus Football in the New Era.The Opinions marks the relaunch of campus football on a new journey and holds significant importance as a"direction indicator","gas station",and"road-map"for campus football in the new era.The article analyzes the achievements and shortcomings of campus football in the past 10 years from two main aspects:the effectiveness of the initial"eight major tasks"and the innovative breakthroughs in the mechanism of campus football.It is found that although campus football has made certain achievements in promoting moral education,re-vitalizing the enthusiasm for student exercise and significantly improving student physical fitness through the popularization of football,promoting the reform of physical education teaching through football curriculum reform,establishing a student football youth training competition system within the national education system,and supporting the cultivation of national football talents and the improvement of competitive levels through new tracks of campus football training and competitions;There are still shortcomings in campus football,and there is still a need for further reform and significant methodological breakthroughs.On the basis of a careful study of the Opinions,combined with understanding the problems in the development of campus football,the article has conducted in-depth discussions on the new concepts,strategies,and innovative 10 new measures for the development of campus football in in the new era.
