State translation,taken as a necessary mechanism for state governance and international exchanges,can boost the image of the CPC and the state.In response to the CPC's intention to participate in socialist governance and state-building in China,the 8th CPC National Congress established a domestic and transnational interlingual translation mechanism.It is found that the translation activities during the Congress formed a three-tier structure comprising"[the Central Committee of the CPC-General office]→translating institution→translators"and an operational mechanism of"high-level planning and governing,middle-level implementing and managing,low-level executing and operating",with collaboration among the subject of transla-tion and the ethics of"highly loyal to the Party and State"as the operation guarantee.The translation of the 8th National Con-gress has the characteristics of the State Translation Program in terms of the Congress's agenda,scale,and translation mecha-nism,which created a new model for establishing a STP mechanism in the CPC National Congress.
