The east and west cooperation stems from the"two overall situations"deployment,which is a major institutional arrangement made by the central government to narrow the development gap between the eastern and western regions and promote coordinated regional development.On the basis of sorting out the historical e-volution of east-west cooperation,this paper elaborates its theoretical implications from three dimensions of e-conomic growth,regional development and poverty governance,and systematically summarizes the governance mode of mutual linkage and mutual conditions between vertical governance with"upper and lower linkage"as the main content and horizontal governance with pair assistance as the main content.Then,taking the imple-mentation of the"hand-to-hand well-off"action between the eastern and western counties since 2016 as an ex-ogenous impact event,the performance evaluation of east-west cooperation is carried out based on the panel data of 976 counties in the central and western regions.In order to face the future,suggestions are put forward to improve the long-term mechanism of east-west cooperation from the aspects of improving the top-level design mechanism,vertical incentive and constraint mechanism and horizontal inter-governmental collaborative devel-opment mechanism,optimizing the industrial cooperation and talent cooperation mechanism and differentiated policy mechanism of east-mid-west cooperation.
