Research on the Layout Status and Development Strategy of National Archaeological Site Parks
Large sites are important"physical carriers"that comprehensively reflect the origin and development of the Chinese nation and Chinese civilization,and national archaeological site parks,as an innovative initia-tive for the protection and utilization of large sites,are an important form of narrating the evolutionary history of Chinese civilization.In recent years,China's national archaeological site parks have flourished and continued to grow.Since the first batch of national archaeological site parks announced in 2010 to 2024,China has four times announced the completion of the(listed)and has set up a project of 135 national archaeological site parks.In 2022,the State Administration of Cultural Heritage,the"on the announcement of the fourth batch of national archaeological site parks list and the list of the project of the circular"interpretation emphasized to strengthen the top-level design and the development of national archaeological site parks.The interpretation of the Notice on the Announcement of the Fourth Batch of National Archaeological Site Parks and the List of Es-tablishment by the State Administration of Cultural Heritage in 2022 emphasized the need to strengthen the top-level design,formulate the strategic planning of national archaeological site parks,promote the common con-struction and sharing,and plan the layout from a high starting point and high position to better build the ar-chaeological site park system.In the new era,national archaeological site parks have been given the new goal of systematic development,aiming at transforming the long history of Chinese culture into a vivid and touching"China story".However,in the face of China's profound cultural deposits and heritage resources,the current stage of archaeological site parks is still insufficient in terms of number,type and spatial layout,which is not enough to form a complete system to tell a China story well.In addition,most of the existing studies are limit-ed to the analysis of national archaeological site parks and lack of the overall spatial layout under the macro perspective.In this context,building a spatial layout evaluation index system for national archaeological site parks,and clarifying the hardware foundation needed to support the systematic telling of the"China Story"are the basis for realizing the systematic development goal.Relying on the data of 135 national archaeological site parks in four batches,this paper takes the development goal of comprehensively telling the"China Story"in the spatial and temporal dimensions,and utilizes the evaluation index system combining qualitative and quanti-tative and the spatial analysis method of Arcgis to accurately reflect the characteristics of spatial distribution and rationality of spatial layout of national archaeological site parks,the rationality of spatial layout,and then puts forward targeted systematic development strategies in order to promote the systematic development of ar-chaeological site parks.In this paper,we constructed an evaluation index system with two dimensions,namely,the quantity sup-ply of spatial layout and the quality effect of spatial layout.The evaluation results show that China's national archaeological site parks are limited in number,accounting for only 14%of the total number of large sites,and there is the problem of focusing on declaration and light construction;in terms of type,although covering the important historical stages of Chinese civilization,there are still gaps,and it is difficult to constitute a complete narrative chain in terms of systematically telling the China story;in terms of spatial layout,it pres-ents an unbalanced and scattered distribution,mainly concentrated in Henan,Shaanxi and other provinces,Guanzhong-Jinnan-western Henan and other areas,Tibet and other seven provincial administrative regions still lack layout,and four batches of parks in the center of gravity are located in Henan Province,moving a rela-tively short distance.The assessment results reflect that China's national archaeological site parks are facing a series of needs,specifically manifested as:the management mechanism needs to be optimized,the declaration of the path to be improved,the system planning needs to be made.In this regard,this paper proposes the following develop-ment strategies from the top-level design:First,increase the total number of national archaeological site parks through the implementation of differentiated reward and punishment policies and dynamic management mecha-nisms;Second,from the top-level design,it encourages the"value priority"selection orientation,focuses on the selection of vacant Three Kingdoms period sites,governmental sites,etc.,and increases the top-down e-valuation path,designating sites related to national military security,territorial integrity and national unity,such as the Huaguang Reef Shipwreck Ruins in Hainan Province,the Karuo Ruins and the Ancient Tea Horse Paths in Tibet,so as to realize the diversification of the types of selection;Third,it solidifies the synergistic layout of the region and constructs the network system of parks through the linkage of cultural thread.This pa-per clarifies the required hardware foundation for national archaeological site parks to realize telling the China story in space,and also points out the direction for subsequent layout optimization and systematic develop-ment.In order to build a more systematic and synergistic spatial layout system of national archaeological site parks,we should strengthen the intrinsic connection between the site parks,and give full play to their cultural dissemination function as cultural facilities.We will strive to realize a comprehensive,three-dimensional and vivid telling of China story in the dimension of time and space,and present Chinese civilization and China's image.
