Towards an Intelligent Society:Realistic Landscape,Development Trends,and Governance Mission
The advancement of technology is propelling humanity into an intelligent society,where artificial in-telligence(AI)serves as the dominant technology and productive force,comprehensively influenced,trans-formed,and shaped by the intelligent revolution.Based on the interpretation of the"technology-society-gov-ernance"relationship,this study unveils the systematic transformations in the economic,political,cultural,social,and ecological dimensions of the intelligent society under the leadership of AI innovation.It analyzes the new forms of productivity,emerging civilizations,and novel social operational mechanisms brought about by AI as an independent entity in the future,as well as the potential risks and governance requirements stem-ming from these changes,including value confrontations,disorder in economic activities,hyper-complexity in social management,cognitive confusion,and energy consumption spikes.From the perspective of disciplining AI technology,this study introduces a new experimentalist governance paradigm represented by the artificial intelligence social experiment(AISE),and argues for a shift from"intelligent social governance"to"intelli-gent society governance"in light of the accelerating maturity of general AI and the rapid transformation towards an intelligent society.It further proposes the goal of building a humanistic intelligent society.
