Grassroots Burden Reduction:Research Review and Theoretical Prospects
Reducing burden and increasing efficiency has become a topic of common concern for the whole so-ciety.Domestic scholars have conducted extensive researches on the manifestations,generation logic,and so-lution strategies of grassroots burdens,and have achieved fruitful results.However,due to the lack of a uni-fied conceptual system and research framework,existing topics are relatively scattered,and it is impossible to form a reliable and quantifiable indicator system to evaluate the effectiveness of burden reduction.Therefore,through a systematic literature review,this paper summarizes the research results on reducing grassroots bur-dens in China since 2015,revealing the research gaps and deficiencies that urgently need to be explored in this field.At the same time,through the analysis of the essence of burden and the reference of foreign research results,this paper explores and constructs a conceptual framework for an in-depth analysis of grassroots burden from the dimensions of"construction-reality"and"individual-group",and based on this framework,it looks forward to the expandable ideas and directions of grassroots burden reduction research in terms of formation mechanism,influencing factors,and measurement evaluation.In short,"grassroots"is not just a concept of administrative hierarchy,but also a concept of the interaction between the state,market,and society.The problems reflected by grassroots burdens are related to bureaucratic and pressure-based systems,central local relationship models,and national social relationship models.
