With the goal of solving the imbalance in the supply of basic public services,starting from the digit-al transformation of government governance,using multiple periods of CSS micro-sample data,estimating,and comparatively analyzing the perceived effects of the supply of basic public services,we draw the following con-clusions:①The perception of public service supply equilibrium can be enhanced when and only when the dig-ital governance capacity crosses a certain threshold,and the perception of public service supply equilibrium decreases rather than rises when the digital governance capacity is weak.②The"V"-shaped relationship be-tween digital governance capacity and the equilibrium perception of public service provision stems from the channel effect of public participation,whereby weaker digital governance capacity crowds out public participa-tion,thus hindering the improvement of the balanced perception level.③With the transformation of digitization of government governance to depth,expanding the coverage of digital service matters has become an important means to improve the balanced perception of public service supply.However,the role of improving infrastruc-ture such as the digital platform of government affairs is gradually diminishing.④The digital divide is still a constraint for the realization of the perceived balanced value of digital governance,and it is difficult to improve the balanced perception of the elderly and low-educated groups with lower digital literacy.⑤"Adaptation to local conditions"to accelerate the transformation of government digital governance is still the key to solve the"supply imbalance"of public services,relying on the development of digital economy,boosting the foundation of regional economic development,and improving the institutional environment can enhance the perception effect of digital governance on the equalization of basic public services.
