Why Are Village Development Policies Consistent?:An Analysis From the Perspective of Whole-process People's Democracy
"Sticking to the blueprint and persisting in efforts from one generation to the next"is one of the suc-cessful experiences of the"88 Strategy"and the"Million Project".This successful practice challenges the in-herent perception in existing research that"political elite turnover leads to drastic policy changes".To reveal how policies can remain continuous and stable over long periods independent of personnel changes,this study takes Village A in Zhejiang as a case,based on multiple rounds of in-depth interviews and archival data,and employs a single-case study design to attempt to summarize the possible conditions for the continuous stability of policies.The study finds that:① Policy consistency depends on the quality of the policy and the willingness and ability of successor cadres to change the policy;② The democratic consultation and democratic decision-making processes in the whole-process people's democracy help to form"good"policies,and"good"policies are consistent through policy feedback mechanisms;③ The democratic management process in the whole-process people's democracy limits the discretionary power and autonomous action space of successor cadres,reducing their ability to change policies,thereby contributing to policy continuity;④ The democratic selec-tions and democratic supervision of the whole-process people's democracy reduce the willingness of successor officials to change policies,thereby further contributing to policy continuity.
