The Inner Logic and Practice Path of Rural Governance from the Perspective of Chinese Modernization——Inspiration and Reflection of Zhejiang's"Ten Million Project"
In the new journey of Chinese modernization,how to achieve effective rural governance is an important issue.According to the requirements of Chinese modernization,from the four logical dimensions of value,goal,subject and method,the study provides the direction for current rural governance practice path.In the implementing process of the"Ten Million Project",adhering to the people-centered governance philosophy,from the renovation of residential environments to the comprehensive management of rural areas,Zhejiang improves the rural governance structure that is built,governed and shared by multiple governance subjects led by Party building,insists on farmers'main role to give full play to rural culture and digital technology,and creates the"four-in-one"governance mode to promote the integration of human modernization and material modernization in rural governance.At the present stage,great differences exist in the allocation of governance resources across different regions of China,and the resulting rural communities also have differences in cultural environment.Whereas,rural governance has limited response to the differentiated needs of farmers,and after the focus of social governance sinks,the governance structure is prone to the predicament of absorption autonomy in grassroots administration,resulting in low participation of farmers in public affairs.In view of this,in the process of Chinese-style modernization,it is necessary to fully consider the potential problems in the inter-regional transmission of specific experience of rural governance contained in the"Ten Million Project",so as to avoid the negative effect of poor governance results caused by improper transmission of specific experience.
