摘要
伴随着我国进入新发展阶段,制约生产力水平提升的深层次矛盾日益凸显.打通束缚新质生产力发展的堵点卡点需要体制机制变革,新质生产力的纵深发展也必然要求形成新型生产关系与之相适应.因此,围绕发展新质生产力所进行的全面深化改革涉及制度变革、体制改革等系统性的新型生产关系变革,是新质生产力发展的内在动力.在围绕发展新质生产力的全面深化改革过程中要以科技创新、产业发展与人才培养等为着力点,击破阻碍新质生产力发展的壁垒,精准施策,通过完善科技创新体制、打造现代化产业体系与优化人才培育机制等,解决妨碍新质生产力发展的难点、堵点、卡点问题,全力推动新质生产力的发展.
Abstract
As China enters a new stage of development,the deep-rooted contradictions that constrain the upgrading of productivity are becoming increasingly prominent.Changes in institutions and mechanisms are needed to overcome the obstacles that hamper the development of new productive forces,and the deepening development of new productive forces will inevitably require the formation of new types of relations of production that are compatible with them.Therefore,the comprehensive deepening of reforms centered on the development of new productive forces involves systemic changes in the system,institutional reforms and other systemic changes in the new relations of production,which are the intrinsic driving force for the development of new productive forces.In the process of deepening the reform around the development of new productivity,we should focus on scientific and technological innovation,industrial development and talent cultivation,break down the barriers that hinder the development of new productivity,and implement precise measures to solve the difficulties,blockages and obstacles that hinder the development of new productivity by improving the system of scientific and technological innovation,building a modernized industrial system,and optimizing the mechanism for talent cultivation,so as to promote the development of new productivity with all our strengths.
