摘要
VUCA时代的全球留学形势多变,各种因素都会对留学生教育产生或大或小的影响.疫情带来的猛烈冲击使得留学生教育市场被迫经历短暂"降温".但在经济全球化和高等教育国际化的推动下,留学生教育实现了强劲反弹:全球留学生总体规模持续增长,留学生流动呈现出多极化趋势,新的留学目的国正在形成,留学生接收国正通过多种政策路径以争取在留学生市场的有利地位.与此同时,伴随着更具模糊性和不确定性的全球局势,留学生教育也呈现出新的发展态势:留学生教育发展范式和价值取向正经历着由经济驱动转向文化理解;留学教育模式日趋多元;留学人才流动的非线性、多向性特征更加凸显.把握全球留学生教育的现实图景、政策路径和发展态势是完善留学生教育政策、推动留学生教育健康发展的前提和应有之义.
Abstract
International student education in the VUCA era is changeable and always impacted by various factors.The strong impact of COVID-19 epidemic temporarily"cooled down"the international student education market.However,driven by economic globalization and internationalization of higher education,international student education has rebounded strongly:the overall scale of international students around the world continues to grow;the mobility of international students becomes multi-polar;new destination countries are emerging;various policy paths have been adopted by the countries receiving international students that aim to gain a favorable position in the international student market.At the same time,along with the more ambiguous and uncertain global scenario,the education of international students also shows new development trends:the development paradigm and value orientation of international student education are shifting from"economic drive"to"cultural understanding",the models of international student education are diversifying;the mobility of international talents becomes more nonlinear and multi-directional.To improve international student education policies and promote sustained development of international student education,it is imperative to have a thorough understanding of the reality scenarios,policy paths,and development trends of worldwide international student education.
