Practice and Promotion of Digital Rural Governance from the Perspective of Chinese Agricultural and Rural Modernization
In the new era and new journey,to realize the high-quality development of digital villages and help the steady and far-reaching development of Chinese-style agricultural and rural modernization,it is necessary and essential to be coherent with the personal nature and cultural consciousness of Chinese agricultural and rural modernization in the scientific and efficient practice of digital rural governance.Examined from the perspective of Chinese-style agricultural and rural modernization,the practice of digital rural governance emphasizes the use of modern digital information technology to connect the"cloud"and the"countryside",and creates the value and significance of modem rural governance through fuller integration of rural governance subjects,more specific and rich rural governance content,and more detailed development of rural governance methods,so as to effectively meet the diverse governance needs of villagers.To promote the practice of digital rural governance,it is necessary to follow the triple logic of in-depth grasp of the guiding ideology at the macro level,correct understanding of the crux of the problem at the meso-level,and targeted exploration of effective strategies at the micro level.In terms of macro guiding ideology,the relevant expositions by General Secretary Xi Jinping are taken as the basic guideline;"adhering to the supremacy of the people"is the fundamental position;"comprehensively promoting rural revitalization"is the strategic goal.In terms of the crux of the meso-level problem,it is necessary to conduct an in-depth analysis of governance subjects,governance content and governance methods,and understand it from the aspects of lagging development of all actors,weak agreement between digital supply and villagers'needs,and poor connection between digital rationality and governance"temperature".In terms of micro effective strategies,this paper explores the main pattern of"one core and plurality",optimizes the precise content structure of"demand-response",and expands the service-oriented dimension of"emotional governance".Thus,the in-depth development of digital rural construction can be better driven,so as to promote the modernization of Chinese-style agriculture and rural areas.
