Looking at China's rule of law path to digital intelligence from the perspective of "data element×"
With the robust advancement of new economic paradigms propelled by data elements,the initial emergence of the multiplier effect driven by"data element×"has become evident.Exploring further data application scenarios and enhancing the multiplier effect of data through multi-scenario utilization,reuse,and integration has become pivotal for the profound development of the digital economy.Data flow,supply,and application have emerged as pivotal components in the construction of a digitally intelligent society.By prioritizing the secure and efficient flow of data,large-scale data collections are curated,harnessing high-quality data to expand the breadth and depth of data application scenarios,thereby forming digital intelligence engines to amplify the multiplier effect of data.China's digital intelligence construction entails a myriad of needs and challenges.Firstly,the profound demand for the circulation of data elements necessitates exploration.Secondly,avenues to fully supply high-quality data warrant further exploration.Thirdly,there exists extensive developmental space for the reuse of large-scale data applications.This study underscores the imperative of employing the rule of law to steer the construction of a digitally intelligent society,establishing overarching regulations for data flow,deepening collaborative governance with data openness,championing international consensus with Chinese wisdom,promoting the high-level application of data elements,and maximizing the efficacy of the"data element×"effect.
