摘要

农业水资源的高效利用关系到黄河流域生态脆弱区水资源的安全.利用Malmquist生产率指数模型和数据包络分析模型(BCC模型),建立了黄河流域生态脆弱区全要素生产率和农业水资源利用效率的计算模型,把研究区域2013-2021年的面板数据代入计算模型中,分析农业水资源利用效率和农业用水全要素生产率.研究得出黄河流域生态脆弱区农业水资源利用效率呈波动下降趋势,青海、内蒙古、陕西三省(自治区)农业水资源利用率达到有效水平,四川与青海两省的农业水资源利用率出现下滑现象,宁夏回族自治区则实现了农业水资源利用效率的提升.农业水资源利用全要素生产率指数与技术进步指数的变化趋势接近.所得结果为黄河流域生态脆弱区农业水资源高效利用政策的制定提供参考依据.

Abstract

The efficient utilization of agricultural water resources bears on the water resources security in the ecological fragile areas of Yellow river basin.In this investigation,the calculation model correlating the total factor productivity to the utilization efficiency of agricultural water resources in the ecological fragile areas of Yellow river basin was established by using the Malmquist productivity index model and data enveloping analysis model(BCC model).Based on the proposed model,the utilization efficiency of agricultural water resources in the studied areas and every province(autonomous regions)was analyzed by substituting the 2013-2021-year panel data of the studied areas into the calculation model.The results indicated that the utilization efficiency of agricultural water resources in the ecological fragile area of Yellow river basin presented a fluctuant downward trend,and only Qinghai province,Inner Mongolia autonomous region and Shaanxi province reached the effective utilization level,while the utilization rate in Sichuan and Qinghai provinces showed a slipping phenomenon,and the utilization efficiency of agricultural water resources in Ningxia achieved the improvement.The changing trend of total factor productivity index of agricultural water resources utilization was close to that of the technological progress index.The results provided a reference for the policymaking of the efficient utilization of agricultural water resources in the ecologically fragile areas of the Yellow river basin.
