摘要
为了提升我国鞋类产品质量水平,更好应对国外技术壁垒,服务我国鞋类产品出口,文章分析了 2023 年度欧盟和美国对鞋类产品质量通报的发布国家、涉及国家、产品类别、不合格项目及相关法规,并重点分析了涉及中国产品的通报.分析研究得出,欧美通报中我国鞋类产品占据半数以上;通报的鞋类产品主要是拖凉鞋、皮鞋等;不合格项目主要是邻苯二甲酸酯和六价铬,涉及中国的通报不合格项目主要也是这两个项目.2023 年通报涉及法规最主要为REACH法规、通用产品安全指令和个人防护装备条例.
Abstract
In order to elevate the quality standards of footwear products in our country and effectively navigate foreign technical barriers,thereby enhancing the export competitiveness of our footwear products,this paper examines the national origins,implicated countries,product categories,non-compliant issues,and relevant regulations of the 2023 quality notifications on footwear products from the EU and USA.Special emphasis is placed on analyzing notifications involving Chinese products.The analysis reveals that Chinese footwear products constitute more than half of the notifications from Europe and America;predominantly reported footwear types include sandals and leather shoes.The primary non-compliant issues concern phthalates and hexavalent chromium,with these same issues predominating in notifications involving Chinese products.The principal regulations referenced in the 2023 notifications include the REACH Regulation,the General Product Safety Directive,and regulations on personal protective equipment.
