制鞋行业在排污许可制度下的管理与改进研究

摘要
为贯彻落实《排污许可管理条例》和《关于加强排污许可执法监管的指导意见》,加快构建以排污许可制为核心的固定污染源执法监管体系,根据《固定污染源排污许可分类管理名录(2019 年版)》,国家开始对制鞋业核发排污许可证,以实现"排放许可式"管理.文章根据排污许可实施过程中制鞋行业环境管理中暴露出的一系列问题,进行综合分析,思考完善排污许可与制鞋业管理体系,提出改进建议,以实现制鞋行业绿色可持续发展.
Abstract
In order to implement The Regulations on the Management of Pollutant Discharge Permits and The Guiding Opinions on Strengthening the Law Enforcement and Supervision of Pollutant Discharge Permits,the government accelerates the construction of a fixed pollution source law enforcement and supervision system with the pollutant discharge permits system as the core.According to The Classification Management List of Fixed Pollution Source Discharge Permits(2019 Edition),the government begins to issue pollutant discharge permits to the footwear industry to achieve"emission permit"management.This article analyzes a series of problems exposed in the implementation process of pollutant discharge permits in the footwear industry,to improve the pollutant discharge permits and footwear industry management system,proposes improvement suggestions,and puts forward suggestions for improvement to achieve the healthy and sustainable development of the footwear industry.
