Study on the Effectiveness of Long-Term Care Insurance Funding Policy:An Empirical Analysis Based on 49 Pilot Cities
With the deepening of population aging and the transformation of family structures,there is an increasing demand for care for the elderly population with disabilities and dementia.Long-term care insurance has become a key solution to address the challenges of elderly care in China.In the process of establishing a long-term care insurance sys-tem,the core issue that needs to be addressed urgently is fund-raising.This study focuses on 63 policy texts related to long-term care insurance released by the governments of 49 pilot cities.Employing text mining methods,the study ana-lyzes the content of these policy documents.By referring to evaluation indicators from the PMC model and constructing a quantitative evaluation index system for long-term care insurance fundraising policies,the study conducts a quantita-tive assessment and comparative analysis of the policy texts from the perspectives of the degree of population aging and spatial distribution in each pilot city.To comprehensively understand the evolution of long-term care insurance fund-raising policies,the study selects policy texts from representative pilot cities before and after updates for empirical re-search.The findings reveal that the overall rating of long-term care insurance fundraising policies is qualified,but there is a certain degree of mismatch between policy effectiveness and the level of population aging.Additionally,there is significant room for improvement in aspects such as the"coverage scope"and"payment scope".From a spatial per-spective,the effectiveness and consistency of China's long-term care insurance pilot policies exhibit a"high in the north and low in the south"characteristic.Furthermore,in terms of policy continuity,it is found that there is not signif-icant improvement in the fundraising aspect of long-term care insurance policies before and after updates in the same pilot city.Through a detailed investigation of long-term care insurance fundraising policies,this study provides valu-able policy recommendations for the construction of a more comprehensive and adaptable long-term care insurance sys-tem in China.A deeper understanding of the strengths and weaknesses of policies will facilitate targeted policy improve-ments to address the challenges of an evolving aging society.
