Problems and Suggestions on the Resource Allocation of Colleges and Universities in Shaanxi Province from the Perspective of the"Double World-Class Project"
The"double world-class project"is a major strategic decision made by the CPC Central Committee and the State Council.The central finance has taken the colleges and universities and disciplines included in the"double world-class project"into the overall con-sideration of the national university budget appropriation system and provided guidance and support through relevant special funds,which is of great significance for building a powerful country in education,science and technology,and talents.Shaanxi Province has provided sup-port for 28 local colleges and universities at different levels to strive for the"double world-class project",and has achieved remarkable re-sults.However,investigations have found that there are still widespread problems such as a single fundraising channel and insufficient cap-ital investment.To realize new breakthroughs in the"double world-class project"in Shaanxi Province,it is necessary to focus on key points and make efforts in aspects such as increasing the input of policies and school-running resources,guiding characteristic develop-ment,expanding the autonomy of colleges and universities in school-running,and expanding channels for obtaining resources.
