Urban community governance guided by Party building is the need to promote the modernization of community-level gov-ernance system and governance capacity.Party organizations in various cities and prefectures in the Xizang Autonomous Region have ac-tively promoted the integration common progress of grassroots Party building and community governance,and initially established the insti-tutional mechanisms of urban community governance guided by Party building.However,affected by factors such as the lagging governance concepts,unsmooth institutional mechanisms,and the weak governance capabilities,there are still many practical problems in urban com-munity governance guided by Party building.To solve these problems,it is urgent necessary to build a value consensus of co-construction,co-governance and sharing,shape a balanced governance structure of"strong Party and government,strong society",improve the synergis-tic linkage effectiveness among multiple subjects,promote the deep integration of Party building work and urban community governance,and form a joint force of multiple co-governance in urban communities under the leadership of community-level Party organizations.
