Research on the Corruption Governance of Leading Cadres in the Field of Public Projects Bidding and Tendering
Corruption of leading cadres in the field of public projects bidding and tendering takes such specific forms as bid evasion,collusive bidding,tailor-made bidding,manipulation of the bid evaluation process and overturning of bid evaluation results.The imperfec-tions in the institutional arrangements of the public projects bidding system,the highly concentrated power held by leading cadres within the bidding domain,and the yet-to-be-perfected corresponding supervision mechanisms are the root institutional causes that give rise to or trigger the emergence of corrupt practices among leading cadres in the field of public projects bidding.Effective governance of the corrup-tion of leading cadres in the field of public projects bidding and tendering should start with the three dimensions of perfecting legal norms,strengthening supervision and oversight,and imposing severe punishments,so as to establish and improve the long-term mechanism for leading cadres to"be unwilling to,be unable to,and dare not engage in corruption".
