On the Formation of the Modern U.S.Army Procurement System(1940-1945)
With the involvement of the United States in World War Ⅱ,the traditional Army procurement system dominated by the Mil-itary Supply Bureau and the state-owned arsenals could not meet the needs of national security and scientific management.Under the influ-ence of factors such as war mobilization and technological progress,Patterson,Under Secretary of War,and Marshall,Chief of Staff,re-formed this system respectively,strengthened the centralized management of the Army procurement affairs,formulated new army procure-ment policies,and formed the military-industrial alliance with large enterprises,thus promoting the formation of the modern Army procure-ment system characterized by centralization of power and privatization.On the one hand,this system promoted the victory of the United States in World War Ⅱ and maintained its cold war hegemony.On the other hand,it also gave birth to the military-industrial complex,which aroused the vigilance and criticism of the American people.
