A Study on the Influencing Factors of Government Performance Assessment from the Perspective of Alleviating the Burden at the Grassroots Level
The essence of government performance assessment is to evaluate the consequences of government actions based on set objectives.Viewing government performance assessment from the perspective of grassroots burden reduction means that,under specific technical conditions,we should adopt innovative methods to replace traditional assessment approaches and tactics.This not only achieves an evaluation of the effectiveness of grassroots government but also significantly reduces the burden on front-line civil servants.Therefore,with fuzzy-set qualitative comparative analysis(fsQCA)as the research tool,this study explores the factors influencing government performance assessment from the perspective of grassroots burden reduction,aiming to derive configurational components that enhance the effectiveness of government performance assessment.Furthermore,by introducing the concept of"government performance noise",the study reflects on the beneficial combinations derived from the analysis and draws the following conclusion:In the context of the grassroots burden reduction policies,the government is able to achieve the expected burden reduction and enhance government performance by promoting the construction of an information-based government and improving the assessment indicator system,and take corresponding measures to effectively mitigate performance"noise".
