Action Logic and Value Orientation for Institutional Evolution of CPC Internal Inspection
The Party inspection system is a strategic arrangement for promoting comprehensive and strict Party governance and strengthening the Party's internal political supervision.It has undergone four major institutional changes in the Party's century-long history,which are interpreted as five major stages:derivation,interruption,development,adaptation and deepening.The evolution of the Party inspection sys-tem profoundly represents the system development logic of stimulation and response,interruption and ex-tension,and contraction and adaptation,which provides rich experiences in strengthening the centralized and unified leadership of the Party,enhancing the executive power of the system,clarifying the value orien-tation of the people's supremacy,and understanding the time limitations of the system.In view of the reality of anti-corruption campaign and the new requirements of the Party construction,we should give full play to the role of this"political sharp sword",improve the Party's system of internal regulations that gov-erns the Party strictly in an all-round way,and make the inspection system the primary system of the Party's supervisory system.We should extend the supervising approach by involving the upper and lower levels of the Party,and rely on the masses to tighten the supervision.We should standardize recruitment of quality full-time cadres,competently cultivate talents,and ensure forever use of politically upright cadres,so that pressure can be appropriately exerted and converted into positive dynamics through CPC's distinc-tive organizational advantages.
