测绘技术设计质量评价体系构建及应用

对测绘技术设计的质量进行分析,总结出设计滞后、内容缺漏和格式不规范是技术设计存在的主要问题.为提高技术设计质量,从设计周期性、内容完整性、逻辑一致性、描述正确性、检核过程性构建了全过程全员参与的测绘技术设计质量评价体系,将评价体系应用在技术设计的审核中,从错漏统计结果分析,设计人员需从及时性、严谨性、逻辑性、准确性和简洁性等方面提高技术设计的质量,审核人员重点进行问题产生的原因分析、技术总结和指导、技术设计质量评比、咨询会、培训会和交流会举办等.研究成果为全面客观评价和提高测绘技术设计质量提供参考.
Construction and Application of Quality Evaluation System of Surveying and Mapping Technology Design
This paper analyzed the quality of surveying and mapping technology design,and concluded that the main problems were the lag of design process,the omission of content and the non-standard format.In order to improve the quality of technology design,the paper constructed the quality evaluation system of surveying and mapping technology design with the participation of all the staff from the aspects of design periodicity,content integrity,logical consistency,description correctness and checking process.The evaluation system was applied in the check of technology design document,and the statistical results of errors and omissions were analyzed.The designers should improve the quality of technology design from the aspects of timeliness,rigor,logicality,accuracy and conciseness.The auditors should focus on the cause of the problem analysis,technology summary and guidance,quality evaluation,consulting,training and exchange meetings,etc..The research results provide a reference for evaluating and improving the quality of surveying and mapping technology design.
