基于市县协同管理的基础地理信息数据更新研究——以常州市为例

在传统测绘模式中,市县级大比例尺基础地理信息数据存在更新频率低、各县区之间标准规范不统一且现势性不同等问题,对全市一体化地理信息服务产生了不利影响.通过研究基于市县协同管理的基础地理信息更新机制与技术路线,优化了现有数据生产与管理体系,从数据标准化方法、市县协同更新数据库建设、变化信息发现与数据更新监督等方面,建立了市县两级数据协同更新与管理的流程.以常州市为实例,该方法机制显著提高了基础测绘成果的更新效率与管理水平,成果在平台数据共享、天地图数据更新等领域得到了重点应用,推动了新型基础测绘转型升级.
In traditional surveying and mapping models,there are problems such as low update frequency,different standards and different current status of large-scale basic geographic information data at the city and county levels,which have a negative impact on the integrated geographic information services of the whole city.By researching the basic geographic information update mechanism and technical route based on city-county collaborative management,the data production and management system has been optimized.The process of city-county level data collaborative update and management has been established from the aspects like data standardization methods,collaborative update database construction,changing information discovery,and data update supervision.Taking Changzhou as an example,this method and mechanism significantly improved the updating efficiency and management level of basic surveying and mapping results.The achievement has been widely applied in areas such as geographic information sharing and map data updating,thus promoting the transformation and upgrading of new basic surveying and mapping.
