Research on the Impact of Digital Economy"Double Pilot"Policy on Entrepreneurial Activity:The Collaborative Perspective of Effective Government and Efficient Market
The deep integration of the digital economy and the real economy has injected strong momentum into regional innovation and entrepreneurship activities.Based on the dual dimensions of effective government and efficient market,this article uses panel data from 278 cities in China from 2006 to 2021 and the overlapping difference-in-difference method to explore the multi-dimensional policy effect of the digital economy"double pilot"policy on entrepreneurial activity.It is found that,the"double pilot"policy has an obvious linkage effect on increasing entrepreneurial activity,and the effect has a trend of increasing fluctuations.The enabling effect of the"double pilot"policy is stronger than that of a single pilot city.Effective government and efficient market both play the role of"regulator"in the process of stimulating entrepreneurial vitality through the"double pilot"policy,and the combination of the two can produce better strengthening effects.There is significant heterogeneity in the linkage and empowerment effect of the"double pilot"policy from an internal and external perspective:this linkage effect is more obvious in non-resource-based cities and cities with a higher degree of openness to the outside world.This article provides new empirical evidence for leveraging the synergies between effective government and efficient market to help digital economic policies stimulate entrepreneurial vitality.
